For a long time I've been wondering what the correct framework to think about taxation is

I think we should be taxing wealth more, but it seems that wealth tax and income tax don't effect the economy the same way

How should we think of the levers of taxation and other government policy, regarding full employment, inflation, and concentration of wealth and power

Chibber doesnt make any sense. You cannot separate class and wealth from liberal (interest group) democracy. The SocDem countries are not democratic either. They are technocratic. Is he going to argue that all of those Neoliberal reforms by SocDem parties where because of democracy or were they because of technocracy? Chibber seems to have this romanticized view of democracy as populism (which elected Trump) and is automatically social democratic.
